2 suggested steps:

(1) "Wing" is only a frontline staff of the CSO.  You should complain directly to the person-in-charge.
(2) If you find that the person-in-charge does not do any help or is just fooling around, escalate the matter to the Property Management Department of MTRC Headquarters.

I suggest the best way will be sending written complaints to MTRC property portal www.mtrchome.com...deal with these departments should be by black & white!

Your suggested way is to send the written complaint by email to the CSO of Lake Silver via the MTRC Home portal.  However, it may only be attended to by any CSO frontline staff.  So, it is much better to have the written complaint, by email via the portal, be drawn to the attention of the person-in-charge of the CSO, i.e. my suggested Step (1) in 20#.  Or otherwise, proceed directly with my suggested Step (2) in 20#.
